Though a regular in Adventure Comics, Sandman got his start in "New York World's Fair Comics #1," the title that would eventually become "World's Finest."

Wesley Dodds in a playboy and former athlete and world traveler. In his underground laboratory, he developed a knockout gas and a gas gun. Disguising himself with a gas-mask, cloak, and a snap-brimmed hat, he went out to fight evil-doers. As these things tend to go, he was also sought by the police, who thought he was a criminal ("Green Hornet Syndrome.")

He was often aided by his girlfriend, Dian Belmont, who knew and kept his secret. In some stories he left a bit of doggerel with the unconscious criminals he stopped:
There is no land, beyond the law,
where tyrants rule with unshakable power...
It's but a dream from which the evil wake,
to face their fate, their terrifying hour.

Thankfully, other early "mystery-men" saw through the GHS, and he was one of the founders of the Justice Society of America. Eventually he went on the Simon and Kirby body building plan and changed his costume to a pair of gold and purple leotards. This was around the time that Sandy Hawkins started hanging around. Apparently, in the early 1940s it was fashionable for young wealthy bachaelors to take young teenaged boys as their wards. (Man, that just sounds so bad.)

Turns out this was nothing new to Wesley Dodds. In the 1990s, DC produced a book, under its "Vertigo" imprint, called "Sandman Mystery Theatre," which was set in the late 1930s. In each four issue story arc, Wes and Dian would battle a sex-crazed madman. There was a new perversion in each story arc. Not my thing. Very "Vertigo."

This skin represents Sandman's original look from the original late 1930s.
